MONGOLIAN STATE POLICY ON LITERACY – FROM 1921 TO PRESENT

This paper mainly discusses about Mongolian state major policy documents on literacy from 1921 until present days and implementation of programs related to the documents. Moreover, the achievements and shortcomings of the documents and the programs that were held according to the documents were evaluated. This paper discusses the above topic in the following contents.
1. Policy on public literacy education.
2. An attempt to create a new Mongolian script on the base of Latin alphabet.
3. Creating and using a new Mongolian script on the base of Cyrillic alphabet and making the public literate.
4. Policy on Mongolian traditional script.
