The paper presents a new methodology of language planning from the psychoneurolinguistic point of view in respect of the semiosis aspect. In the core of the methodology there lies a cognitive – chain-reaction-like – operating of verbal sign in speech. To design and implement a language revitalization program one has to take into account the way actual semiosis occurs in mind, i.e. in bilingual’s brain.
