The purpose of the study is to analyze models of communication between regional authorities and society using the example of the activities of Irkutsk Governor-General A. N. Selivanov during the formation of the foundations of parliamentarism in the Russian Empire. Based on the analysis of a wide range of sources, the author identified and characte-rized the main models of the influence of the head of the region on the logic of the electoral process in the territory of the Irkutsk Governorate General.
